Sibling Rivalry: Competitive Tendering vs. Direct Selection – A Debate of SuitableProcurement Method on the Achievement of Supply Chain Objective in the Oil andGas Operator Industry
Competitive Tendering (read: Call-for-Tender) and DirectSelection (abbrv. DS) are kinds of procurement method thatshould provide oil and gas operator with sound quality serviceand materials (read: goods), timely deliverance, competitiveprice, and high service quality for the exploration, production,and health-safety-environment. In fact, both rarely go hand-inhandin contributing such objectives. That makes the “SiblingRivalry” term is represented in this paper.In this paper, the author uses a deductive analysisusing pilot project of these methods by a major operator,benchmarking, and survey of the distribution network willshow data as the impact on the application of particularmethod. The scope’s limitation set along with parameter ofCenter for Advance and Purchasing Studies, research only onthe upstream level of the industry, and the exclusion ofspecific regulation of a particular country. The conclusion ofwhether certain method more suitable for a particular situationwould finally be presented.
