Observations on the Conduct of System Hazard Analyses

There are a large number of system safety analysis techniques, this is a good thing and is to be expected. However,it is noted that there is more variability than needed when similar systems are analyzed with the same guidelines(I.e., MIL-STD-882). This paper discusses some aspects of this variability and the associated consequences. Theauthors conclude that if the profession were to tighten up this variability to some degree there would be benefitssuch as better value added and easier tracking by earned value systems.
