The Development of a New Navy System Safety Manual

In 1973 the U.S. Navy published a system safety manual titled “OD 44942 – Weapon System Safety GuidelinesHandbook”. The document has become known throughout industry as OD 44942. In 2001, the Navy decided thatthe document needed to be revised and updated in order to incorporate information on technology and analysismethodology improvements that have occurred since the 1970’s.This paper discusses the development philosophy, development process and content of the new Navy system safetymanual that will replace OD 44942. The new document is NAVSEA SW020-AH-SAF-010, Weapon System SafetyGuidelines Handbook. This new manual delineates upon all aspects of system safety for weapon systemdevelopment, including new evolutions such as COTS, software safety, technology refresh, hazard tracking, etc.
