Impact of Freight Transport Costs and Pricingon Logistical Systems: A System Dynamics Modelling Approach (the SANDOMA Model)

The aim of this research is to evaluate the possible impacts of an increase in freightrates on traffic in a logistical perspective. At the present time road pricing appears as akey issue for current public policies in Europe in a context of an increasing concern forsustainable development. However transport costs take part in several kinds of trade-offdecisions that affect a complex logistical system, involving the whole production anddistribution organisation. A complete analysis of their role in the logistical organisationneeds a systemic approach in order to be able to evaluate the impacts of a significantfreight rates increase on traffic. In addition costs are not considered as the onlydecisive factor in the organisation, and some qualitative attributes are taken intoaccount. The SANDOMA model is thus designed to evaluate the impacts of publicpolicies on freight flows and for a pedagogical use.
