THE FIRST SOLAR ELECTRIFICATION CONCESSION IN MAURITANIA A SUCCESS STORY OF PRIVATE INVESTMENT FOR RURAL ELECTRIFICATION

The Agence de Promotion de l’Accès Universel aux Services (APAUS) of Mauritania aims to provide services of water, electricity and telecommunications / NTICs to no-market areas. For that it develops approaches and new methodology to allow access of these basic needs to every citizen at reasonable prices. UAA launched its first projects to promote universal access to the services. The first step aims to provide solar electricity to ten communities in the south-east of the country, to improve the general conditions of life of almost 10,000 people in this region. Our approach aims to minimise the costs by the development of complementarities between sectors and within every sector. The concerned sectors cover a wide range of the needs of the rural world most of them using PV: energy, water supply, communication, development of the private sector, etc. The type of the services delegation (concession, leasing…), the calculation of the level of UAA compensation for each type of delegation, the process for choosing the private partners, are explained and the first results presented.
