The National Energy Technology Laboratory (NETL) of the United States Department of Energy(DOE) and the Electric Power Research Institute (EPRI) are jointly sponsoring and funding aseries of engineering and economic evaluations of innovative fossil-fuel-based cycles includingthose incorporating 90% carbon dioxide (CO_2) removal for subsequent sequestration, disposal, oruse. The results of the specific cases analyzed to date by Parsons1,2 are presented in this paper.Cases that have been analyzed to date include both natural gas (NGCC) and coal-gasificationfueled combined cycles (IGCC) as well as coal-fired supercritical (SC) and ultra-supercritical(USC) steam cycles. The technology base for both equipment and processes is state-of-the-art.Results of this study indicate that, if 90% CO_2 removal were required for new fossil-based powerplants, coal-fired combined cycles utilizing current gasification technology (IGCC) wouldproduce electricity at a significantly lower cost than coal-fired steam plants. The levelized costof-electricity for IGCC plants was estimated to be ~16 to 18 mills/kWh lower than for the coalfiredsteam plants. In cases with CO_2 removal, IGCC becomes competitive with NGCC atnatural gas prices above $3.40/MMBtu ($3.22/GJ).
