Upgrade of The Raccoon Mountain Electrical Controls System

The Tennessee Valley Authority (TVA) is currently undertaking a major upgradeof its Raccoon Mountain Pumped Storage Plant (RPS). The RPS facility consistsof four pump/generator units currently rated at 425MVA each. The total plantpower output after the upgrade will be approximately 1900MVA. A major part ofthis project is the updating of the plant electrical control systems. Presently theplant is controlled by hard wired relay ladder logic. This paper will present theupdated control system which incorporates the use of programmable logiccontrollers (PLCs) and other microprocessor-based control equipment. Thespecific control systems that are being replaced or upgraded with this projectinclude the excitation system, governor, generator pure water cooling system,penstock spherical valve control, bearing oil pump control and general plantinstrumentation. The new control system makes extensive use of humanmachine interfaces (HMIs). HMIs and changes in operational philosophies willalso be discussed. A key aspect of the present project is focused towardinstallation of stand alone digitally controlled equipment. In conjunction with thisproject, TVA is preparing to integrate the individual stand alone control systemsinto a total unit control system. The ultimate plan is to fully integrate unit andplant controls. The plan for accomplishing this goal will also be presented.
