This paper discusses the integration of hydro operations and water budget modelinginto the relicensing settlement process in order to address and achieve settlement formany competing resource interests. The paper will describe a two stage negotiatingprocess: first, negotiating an acceptable model application and testing and calibratingthat model to ensure credible results; and second, negotiating an acceptable package ofprotection, mitigation and enhancement measures merging measures that depended onmodeling quantification with those that did not. The paper will reflect the differingperspectives of each author; one being responsible for the developing the model usedin the process, the other having overall responsibility for achieving the relicensingsettlement agreement on behalf of the licensee, Orion Power New York.
