HEARD (Health Reform Database) is a www-accessible information base recording health reform experiences worldwide, with a particular focus on developing countries. The content of the information base is intended for the use of experts and trainees worldwide. Contents is generated using standardised information fields and is fed directly from any place in the world using a http or email interface. Authoring for the information base and searching for policy evidence in the information base are both considered elements of web-based training, that supplement and prepare conventional training programmes of the organising Institution (Health Department of the German Foundation for International Development ― DSE, Bonn, Germany). In the future, HEARD will be accessible also to other persons independently of their participation in DSE programmes. The software for a pilot phase has been developed and recruitment of authors has started. It is expected that the complete set of functions of HEARD will be available in the first half of 2001.
