A review of current urban transport investment project appraisal methodology in China and identification of some major problems

The World Band (the Bank) has financed four urban transport projects in China, will finance another two this year and one in 2002. During the preparation and implementation of these projects, the counterpart agencies have complained that the Bank's appraisal concepts have been very different from the local ones. In most cases, the design institutes involved have provided two sets of feasibility study reports - one for domestic and one for Bank review. Consequently, the preparation and appraisal time for a project to be financed by the Bank takes much longer than a local financed project.
