Over the past decades, the Asia and Pacific region has experienced rapid economic growth. However, this has been at the cost of accelerating demand for mobility. As a result, many countries in the region find that the urban centers are getting choked with traffic which is inhibiting the flow of passengers and goods, and effectively strangling access to locations at the heart of economic and social activity, and rural and intra-city roads are overused and not properly maintained. Moreover, noise/air pollution around large airpots and in major cities is catching increasingly more attention. The intrusive nature of transport and its social-economic cost has been well recognized. In responding to these problems, many governments have taken short-term measures but failed to develop long-term visions with corresponding strategic plans Consequently, sustainability has suffered.
