PROBLEMS OF THE OIL POLLUTION CONTROL IN PROCESS OF RUSSIAN ARCTIC SHELF DEVELOPMENT

In the paper it is considered the main problems of the prevention of oil pollution of the Russian Polar Sea environment in process of the oil fields development and mined crude oil transportation by tanker fleet. Accepted method of the maximum risks of the oil spills evaluation is stated and illustrated by some results. The great opinion is attended to problem of reveal the most dangerous regions of the water areas and the most vulnerable sectors of the coast line. It is suggested the special parameter - Impact-factor for these purposes and its efficiency is confirmed on examples of evaluations. It is stated the main positions of the methods and program of ecological monitoring of oil spills in the water areas of oil mining and transportation with using various remote sensing and in-situ measurements. The problem of creation of special remote devices for the oil spills detection in the ice covered water areas is discussed and a certain recommendations are stated.
