This paper documents some of the benefits of the Technical Assistance Program of the U.S. Department of Energy's Federal Energy Management Program (FEMP) at a level of detail seldom seen in Federal evaluations. The paper summarizes the results of three evaluation studies completed between 1997 and 1999 with almost 1000 customers of FEMP. The evaluations were designed to collect data to demonstrate the effectiveness and impact of the programs as well as to help determine customer needs and areas to improve. The paper demonstrates that FEMP technical assistance assisted program participants through the stages of adoption and diffiusion of energy technologies.
