Application of Consequence Modeling in EPA Risk Management Plan

Industrial process safety is one of the critical factors for economic development marching towards the New Century. Not plant facility is designed or operated to have accidents, yet fires and explosion occur all too frequently and impact on economic, properties and life losses. The root cause in all accident cases is that operating conditions deviated outside the permissible rnage, resulting in an uncontrolled release of chemicals and/or energy. OSHA and EPA standards target hazardous chemical releases that have the potential to cause a catastrophic incident. These standards as a whole are to aid the plant employers in their effect to prevent or mitigate episodic chemical releases that could lead to a catastrophic accident in the plant facility and possibly to the surrounding community. To control these types of hazards, employers need to develop the necessary expertise, experiences, training and proactive initiative within their plant work force to properly implement and maintain an effective process safety management progam as envisioned in the OSHA and EPA standards. The application of consequence modeling in EPA Risk Management (RMP) becomes a MUST to assist loss prevention personnel determine consequences of various chemical release scenarios and their impact on people, plant facilities, environment and surrounding community.
