Evaluating Seismic Adequacy of Existing Federal Buildings and Estimating Cost of Rehabilitation

Most Federal agencies in the United States (U.S.) were required to comply with Executive Order 12941. This orde mandated development and submittal of a report to the Federal Emergency Management Agency (FEMA) by December 1, 1998, which contained an investory of Federally owned buildings and provided cost estimates to mitigate unacceptable risks resulting from a seismic event. The Office of Defense Program (DP) within the Department of Energy (DOE) screened and evaluated approximately 400 buildings as a part of its efforts to comply with the requirements of the Executive Order. The overall work presented interesting technical and cost estimating issues. This paper presents an overview and highlights of the DP work, and discusses how each of the technical issues were addressed to create a product that can be used to prioritize seismic risk mitigation for these facilities.
