摘要

This paper addresses the methodology used at the facility to develop the BMP plan nad accomplish the necessary plan elements prior to the anticipated regulatory deadline of APril 15, 1999. An engineering analysis of hte affected process areas was conducted at the site with the assistance of a consulting firm. This analysis also allowed for in depth review of the regulation at the facility. In this paper, the facility's approach to each of the requirements ofj the regulation will be addressed, including choice of monitioring location for influent to the treatment system, turepentine system containment and isolation, and the process developed to evaluate and track liquor loss incidents. particular attention will be paid to items of past or contiuing concern. Examples include examining the economic break point analysis, collecting the initial set of monitoring data, and developing operator ownership. Additonally, best preactices recognized during the BMP plan developemtn will be highlighted.
