Building better earthquake risk management policy in developing countries: a facilitated consensus-building approach

While earthquake risk management planning has met with considerable success atreducing loss of life in developed countries such as the United States, such efforts are not adequatelydiffused where risk is greatest, the developing world. Earthquake risk reduction plans mustcompete for political and economic capital with industrial and social programs that have more tangiblebenefits. How can disaster risk management plans be developed that reduce risk, and do so ina way that builds the support needed for implementation ?GeoHazards International (GHI) of Stanford, California is pioneering the application of a mediatedconsensus-building process for earthquake risk management planning, in order to produceplans more closely attuned to local political social, economic and political needs, and thereforemore implementable, than alternative approaches.
