The City of Philadelphia Department of Aviation (DOA) is in the process of constructing a new 5,000-foot-long commuter runway (Runway 8-26) to be located to the northeast of the current Philadelphia International Airport. This runway will provide needed capacity to handle smaller commuter planes, thereby relieving congestion on the two main 11,000-foot runways at the Airport. A 1,000-foot-long segment of this new runway will be located over the top of the Enterprise Avenue Landfill (EAL) (see Figure 1), which is on the City of Philadelphia Water Department (PWD) Southwest Water Pollution Control Plant property. The EAL is a deleted United States Environmental Protection Agency (EPA) Superfund site.
