Industrial champions, technology developers and knowledgeable legislators: key actors behind the successful introduction of clean coal technologies

Technology users, such as utilities and other industries normally wnat to see that a new technology, however promising it may seem, is well proven before they are prepared to apply it for their own purposes. Equipment suppliers, on the other hand, need to get their new technologies demonstrated at a relevant scale. That can only happen if individuals in the user community act as champions, who are prepared to take or at least share the risk of building a first-of-a-kind plant. In fact, one plant is in most cases not enough to secure commercial deployment of a new clean coal technology.
