Some of the most common criticisms or questions about the design-build process are "who is responsible for quality?" or "who sets the standards for quality?" In the traditional design-bid-build project delivery system,over the many years of its development,quality requreimetns are established by design engineers on the basis of previous experience and the project owner's specific requrieemtns.Owners are comfortable with the results,engineers understand their responsibilities for setting the standards and checking hte results,and contractors know what is expected of them on the basis of contract drawings and specifications.With the emergence of design-build delivery in the municipal arena,the responsibilities for establishign and ddelivering quality are not always clearly defined.
