As public water utilities face ever increasing challenges to imporve efficiency,alternative project delivery methods are becomign more popular as a method to reduce project costs and schedules.Some owners are concerned that with the design/build (D/B) approach they lose significant control of the development of the design of their capital projects.On the other hand,designer/builders who bid to loosely defined project criteria packages must take risks and deal with owners to manage the form and function of hte project so that the project meets the owner's needs and is profitable to the designer/builder.A hybrid D/B method is the "EPCM" approahc.Wikth the EPCM approach,the owner selects an engineer,procurement and ocnstruction manager (EPCM) on the basis of qualifications.the owner and EPCM negotiate design and ocnstruction management fees and profit on the construction.the owner and EPCM work together to devleop the design and mutually decide when to negotiate a guaranteed maximum price for the project to be built.COnstruction can begin at any time that any portion of the project design is ready and the owner is satisfied with the form,function and price.This paper chronicles the Orlando Utilities Commission Conway Water treatment Plant upgrade which was procured using an EPCM approahc.For OUC,the EPCM approahc has allowed the owner significant involvement in the design development,early construction initiation,and budget control.For the EPCM,risks have been controlled and ocsts have been reduced by cmpressing schedule and having the builder involved in the desifgn.Construction of the Conway WTP project started six months ahead of schedule and the construction cost is well under the budget.
