How do terrorists and other criminal bombers acquire explosives to be used in an attack against U.S property and/or citizens? The Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) with nearly 40 years of investigating bombings and other explosives incidents, has learned that explosive materials intended to be used in criminal acts are obtained primarily by theft, clandestine manufacture or diversion. “Terrorists have repeatedly shown their willingness and ability to use explosives as weapons worldwide and there is ample evidence to support the conclusion that they will continue to use such devices to inflict harm. The threat of explosives attacks in the United States is of great concern considering terrorists’ demonstrated ability to make, obtain and use explosives.”1 This article examines each of these methods and offers common-sense security protocols for licensees, permittees, government agencies and others who store explosives, to counter the efforts of criminals and terrorists. By gaining a better understanding of how these groups obtain explosives, we can take the necessary precautions to thwart their actions well before lives are placed at risk. Hypothetical and real-life scenarios are included to highlight various approaches to mitigating the threat posed by this dangerous element of society.
