The ercot-spp synchronous inter connection study: a progress report

When the Texas Legislature passed The Public Regulatory Act of 1995, it created a Synchonous Interconnection Committee to investigate the potential costs and benefits of a synchronous inteconnection between the Electric Reliability Council of Texas (ERCOT) and the Southwest Power Pool (SPP). The committee has grouped its investigative efforts into three issue areas. These are labeled technical/reliability, financial/economic, and regulatory/market power. The author of this paper has been heavily involved in work going on in the technical/reliability area, partially involved in the work going on in the financial/economics area, and not involved in work going on in the regulatory/market power area. This paper reports on some of the activities in the technical/reliability and financial/economic study areas.
