Regulatory reform of the power generating sector is expected to introduce competiton into the electricity markets of the country. Regulated electric utilities are responding by initiating various measures to increase their efficiency. These measures include down-sizing, re-engineering, forming non-regulated subsidiaries and merging with other utilities followed by the other fore-mentioned measures. The objective of all these measures is to reduce the operational costs of the utility to match those of a potential competitor, such as a "lean" independent power producer (IPP).
