Treatment of heavy metal-bearing wastes using a buffered phosphate stabilization system

The Toxicity Characteristic Leaching Procedure (TCLP) was designed to predict whether certain toxic constituents, primarily metals, would leach from a waste after disposal and become mobile in the environment. Of particular concern was the co-disposal of industrial and municipal wastes at municipal landfills. According to this scenario, the low pH conditions that evolve during the decomposition of municipal waste could cause the leaching of heavy metals.
