PROBLEM TO BE SOLVED: To stabilize the elution of heavy metal ions to a standard value or lower, to keep the stabilization effect on heavy metal ions and to completely prevent secondary pollution by incorporating a pozzolan active material which is solid at normal temp., and an inclusion compd. and polysaccharides. ;SOLUTION: The pozzolan active material used as the essential component of the treating agent is hardened by the reaction with water and calcium oxide and the like. The treating agent contains not only a pozzolan active material but an inclusion compd. and/or polysaccharides. The inclusion compd. as the host traps heavy metal compds. or heavy metal ions as guest compds. by hydrogen bonds, van der Waals force and the like and stabilizes them as host-guest compds. The polysaccharides show water absorption-swelling behavior in the presence of water or change into a paste. These changes cause a separating effect on free water from heavy metal compds. to seal the heavy metal compds., and this effect and sealing contributes to stabilization of a waste containing heavy metals.;COPYRIGHT: (C)1999,JPO
