This paper describes a new bilevel method of determining signal timings and road prices which are locally optimal for any specified smooth criterion; while taking due account of drivers' propensity to choose routes which are best for them. The same method may also be used to determine appropriate values of other control parameters (car parking charges, public transport fares,-) considered appropriate for demand management. The bilevel method is, in this paper, placed with a link flow framework which seems most likely to be computationally tractable for large realistic networks. The method will be utilised within the DGVII project MUSIC.
