This paper describes the central problem solved by the intelligent supporting systme, the problem state space and solution restrict condition and concludes an objective tree about the problem solving as well as the solving ways, the conceptions about the structure and functions of prevention and emergence response system are designed, and the concept of a strengthened expert system and it's building ocnditions are defined. The development of a prototype of the expert system is also presented.
