Examining the Obstacles to TQM Within a Factor Analytic Framework

A national sample of quality managers rated a set of 25 potential barriers to TQM identified from the quality literature. Five factors were extracted from these ratings data: (1) ineffective quality mangement planning; (2) inadequate human resources quality management; (3) short focus on TQM; (4) frequent employee/management turnover; and (5) quality is not customer driven. Some significant differneces on these factors were found between firms involved in TQM and those not involved, as well as between large and small firms.
