This paper seeks to improve our understanding of hte implementation of geographic information systems (GIS) by developing propositions regarding the relationships among organizational context, GIS implementation, and organizational effectiveness. The competing values model of corporate culture is used to generate propositions regarding the effects that the different structural and strategic tendencies inherent in different cultural types may have on the implementation process. A survey was developed and administered to the Directors of Labor Market Information in all 50 State Employment Security Agencies. These data will be analyzed and the results presented at the 1997 Annual Meeting.
