The regulations of the U.S. Nuclear Regulatory Commission are based on consideration of "defense-in-depth" in setting safety standards. Defense-in-depth can be described as multiple layers of protection that incorporate the following: high quality and appropriate safety margins in design, manufacture, construction, operation and maintenance for accident prevention; reliable safety systems and structures (with appropriate redundancy and diversity) for migigation of a spectrum of accidents and radiation containment; and proper siting and emergency procedures to limit the effects of radiation releases.
