The design approach for a new pressurized water reactor (PWR) must take into account both the needs expressed by the utilities and the requirements imposed by the safeyt authorities. A design effort focusing on nuclear safely alone would risk leading to a reactor model that would not be very competitive (with too high a perk Wh cost), because it would not be sufficiently available,and would be too costly to operate and maintain.
