The complexities and uncertainties of the issues in Intelligent Transportation System (ITS) call for better analysis techniques for both public and private sector decision makers. This paper proposes the use of decision analysis as such a technique. Decision analysis provides powerful analytical tools with graphic displays to make better decisions possible in complex and uncertain scenarios. It helps decision makers gain (1) a clearer understanding of the choices, (2) a better understanding of what's involved, (3) a focus on the issues affecting the decision, (4) better use of executive and staff resources, (5) insights into the relationships, (6) additional solutions, (7) an understanding of the effects of uncertainties, (8) a better understanding of the risks, and (9) insights into control and/or testing of the uncertainties. Decision analysis helps decision makers make more effective use of public and private funds. This paper explains its basic concepts and gives an illustration of its application in the ITS domain.
