Alternate method to lower detection limits to satisfy regulatory action levels for volatiles in groundwater

In tresponse to a tank failure, and resulting black liquor spill, the Florida Department of Environmental Protection (FDEP) required that a facility-wide groundwater monitoring plan and subsequent petroleum contamination assessment be designed and implemented. During the assessment, black liquor in the groundwater samples caused some to foam, elevating method detection limits by routine EPA procedures for volatiles, including benzene. When method detection limits for benzene were above the agency's 1 mu g/L (ppb) action level, routine procedures could not preclude the presence of benzene.
