Use of report cards as predictive metrics in product development

Metrics are a fundamental part of managing product/ processes development in the R, D and E function. Every major R, D and E organization collects and analyzes metrics. However, a number of studies (Baker 1989, Brown 1988, ahnd Provost 1993) and a representative sample of hi-tech R, D & E Lab Directors (Merino 1993) found that while metrics are used to measure product/process performance, the studies and lab directors were univerally unhappy with the results.
