The successful construction of a rail transit project involves a team effort including several disciplines. These include owner management, planning, program management, civil design, systems design and construction management. Construction management(CM) is pivotal to the successful completion of the planning, design and program management activities. It is crucial to the operations and maintenance of a transit system. Therefore the selection of a construction management philosophy is important to a successful capital program. This philosophy can extend to the type of CM staffing that the Owner selects. These can be the classical CM performed by a consultant, the intermixing of consultant and Owner staffs and the Owner performing all of the CM effort. Regardless of the type of team selected certain basics need to be followed by the CM group. The selection of a CM team should depend upon the following basics.
