The operations control center operator is responsible for the control and monitoring of public transit rail operations. During normal operations, the operator performs a scheduled and well-rehearsed set of tasks. However, when confronted with emergency operations, the operations control center operator must quickly and reliably perform a set of procedures that are used only during emergencies. Consequently, selection of the operations control center operator is an important management responsibility when considering the overall safety and reliability of a transit system. This paper discusses methodologies for selecting operations control center operators through understanding: preferred mental models, selection criteria, operator aptitudes, candidate testing methods, and training issues.
