CREATING PEDESTRIAN AND BICYCLE SYSTEMS IN CONJUNCTION WITH NEW DEVELOPMENT

The U.S. Supreme Court has sent a warning to cities to justify public nonmotorized easement requirements. The burden to define the need for a pedestrian/bicycle easement rests with the cities. The question must be asked, "Does this development create the need, in some degree, for a public easement?" The ability to answer this question is difficult due to the lack of available information regarding pedestrian and bicycle trip generation. There is now a need for a national pedestrian and bicycle trip generation manual.
