This paper has described a strategy for the Cl. This strategy responds to the changing needs of the utility industry as it seeks to revitalize its communities. Specifically, the Cl strategy is designed to help utilities best meet their community energy needs through improvements in the community's physical infrastructure.The paper describes a unique approach that is designed around a network of external organizations. This approach is essential to effectively addressing community energy needs that transcend the exclusive application of EPRI's technology R&D products and services.
