Systems Engineering and the Role of Integrated Logistics Support (ILS) within the NASA Project Life Cycle Framework
The NASA Systems Engineering Handbook provides the following definition of Systems Engineering: "Systems Engineering is the art and science of developing an operable system capable of meeting requirements within often opposed constraints." This paper will focus on two "often opposed constraints:" (1) achieve required system performance (mission success) and (2) in a cost-effective manner, and the role of ILS in reconciling these apparently disparate objectives. ILS is the disciplined and unified management of all activities necessary to produce a supportable system design and a reasonable support capability to achieve a predetermined set of measurable objectives within an acceptable cost. In this paper we will discuss the key role of ILS in the Systems Engineering process within the NASA Project Life Cycle framework.
