In the paper, considering three-satellite constellation, optimal time control of orbit transfer with constant value, continue working and Newton grade thrust is studied by means of Minimum Principle in optimal control theory. Among the three satellites of the constellation, one is the reference, the other is transferred in the same orbit plane, and another is transferred to the neighbor orbit plane. In this paper, the mathematical model of optimal time control of low-thrust orbit transfer is founded, the optimal analytic solutions are got, in further, the optimal time and directory of orbit transfer low-thrust and the optimal transfer trajectories are solved with Newton iterated method. In addition, some conclusions are given.
