While customers continue to use traditional voice services, demand for new data oriented services has accelerated in recent years. For example, service providers are offering integrated bundles to better meet the needs of their customers. The nature of these service bundles motivates the need for integrated networks, which must be able to dynamically support many different types of services. Since a service provider is serving an increasingly competitive marketplace~(1), its network needs to support a competitive cost structure.
