摘要

Quality is the competitive edge that makes the difference between success and failure.To improve our ability to meet customers' needs,we must improve the quality of the technology and processes we use to provide services.To improve quality we need to understand current performance and have a way to track change.We need data to meet these needs and we need consistent and common data to make procurement decisions.Reliability and Quality Measurement System and Telecommunications (RQMS) TR-TSY-000929 provide criteria for standardization of the data and its delivery.We must,however,be sensitive to the need to monitor these requirements and change them as necessary.
