This article introduced the throughway and keystone of emergency planning for fuel operation events of TheSecond Nuclear Power Plant of Qhinshan , aim at emergency preparative and response to table a proposal. The planning willprovide maneuverability guidance and help once the fuel operation events opened in emergency response and personsreentrance in order to actualize resume acts.
