A LOGISTICAL RESPONSETO THE GROUNDING OF THE M/T SHOGUN

On November 6, 1997, the M/T SHOGUNran aground off the coast of Rota, an island in theCommonwealth of the Northern Marianas Islands. Theresulting successful salvage response, which lasted ninedays, prevented the occurrence of a major oil spill in apristine island environment. The response was managed bya Unified Command established under the IncidentCommand System and consisted of the responsible party,USCG and the Commonwealth of the Northern MarianasIslands Emergency Management Office. Logisticalproblems, which can be directly attributed to the remotelocation of the island, were identified and ultimately drovealmost every aspect of the response. The Logistics Section,however, repeatedly found solutions to these problemsallowing the Unified Command to mount a successfulresponse. This poster presentation seeks to display theremoteness of Rota’s location, the logistical difficultiesencountered during the response and the methods used bythe Unified Command to successfully overcome them.
