Summary form only given. In order to investigate the effect of surface characteristics of carbon fiber on the performance of intelligent cement, ozone production system and DBD-plasma system have been developed. Surface characteristics after treatments by ozone and DBD-plasma respectively were investigated using X-ray photoelectron spectroscopy (XPS) and scanning electron microscopy (SEM). The results show that the wettability, surface morphology and chemical composition of carbon fiber can be influenced with these two methods. Comparatively, the effect of ozone treatment on the wettability and the effect of the DBD plasma on the surface morphology are much more remarkable than other elements. At last, a multiple way that carbon fiber is treated by DBD plasma firstly and then by ozone with the appropriate parameters was described in our work.
