The present invention relates to a surface modification method for a carbon fiber used in a carbon fiber-reinforced plastic and a carbon fiber manufactured by the surface modification method. More specifically, the present invention relates to a surface modification for a carbon fiber used in a carbon fiber-reinforced plastic which desizes and removes a resin sized on the surface of the carbon fiber in order to enhance an interfacial bonding strength between the carbon fiber and a matrix resin, modifies the carbon fiber by performing surface modification treatment on the surface of the desized carbon fiber, and resizes a resin having excellent bonding properties with the matrix resin.
