With the method of strong dielectric barrier discharge, the strong electric field is formed with the thinner /spl alpha/-Al/sub 2/O/sub 3/ dielectric layer in the narrow discharge gap at a high pressure. A large number of activated particles are produced using the ionization of O/sub 2/,in air and H/sub 2/O in seawater, and then are dissolved into a part of seawater with the mass transfer efficiency of 99.5% to produce high dissolved hydroxyl radical (OH) concentration of l0mg/L. The bodies of red tide microorganism were decomposed into CO/sub 2/, H/sub 2/O and minerals. Therefore, kill of red tide microorganism using hydroxyl radicals is a "green" ideal method without any toxin and residuals, which is possible to be decomposed into H/sub 2/O and O/sub 2/ after 20 minutes.
