SWOT investigation of China's science and technology planning system in the new millennium

With the new millennium, China's National Science and Technology Planning System (NSTPS) must adapt to the critical transition from the planned economy system to the market economy system. This paper firstly develops a conceptual model of how science and technology (S&T) based economic growth should be viewed for the purposes of NSTPS analysis and formulation. The second section illustrates the evolutionary scenario of China's NSTPS since the establishment of reform and open-up strategy in 1978. The final part presents a brand-new framework for China's coming NSTPS with consideration of essential S&T base for economic and social development in the new century.
