The US Navy is disadvantaged in the area of communications compared to commands and units that are land-based. At the same time, the changing nature of US military operations has placed additional requirements on naval communications. To solve this dilemma, the Navy has turned to technological improvements for additional communications capacity. This paper evaluates the Navy's position and makes recommendations for Navy program emphasis.
